2025 Achievements: Co-Sponsored Bills as State Senator

Public Act No. 25-172 (Co-Sponsored) (2025) – AN ACT CONCERNING INCOME TAXES IMPOSED BY OTHER JURISDICTIONS ON RESIDENTS OF THE STATE. 

  • To (1) reduce a portion of the amount of the credit for income taxes paid to other states, 
  • (2) require the Attorney General to study ways to defend residents from having income tax imposed by other jurisdictions on income derived from services rendered while such resident was within this state, and 
  • (3) provide a credit to residents who file an appeal protesting the tax imposed by such other jurisdiction.

Public Act No. 25-159 (Co-Sponsored) (2025) – AN ACT IMPLEMENTING THE RECOMMENDATIONS OF THE DEPARTMENT OF MOTOR VEHICLES AND CONCERNING PENALTIES FOR OPERATING A MOTOR VEHICLE AND VESSEL WHILE UNDER THE INFLUENCE OF INTOXICATING LIQUOR OR ANY DRUG, TECHNICAL CORRECTIONS TO THE MOTOR VEHICLE STATUTES, VIDEO PRESENTATION UPON LICENSE RENEWAL, THE HIGHWAY WORK ZONE AND ROADSIDE VEHICLE SAFETY AWARENESS PROGRAM, YELLOW AND BLUE ENVELOPES, ELECTRIC SCOOTERS, ELECTRIC BICYCLES, MOTOR-DRIVEN CYCLES, INSTALLMENT PAYMENT PLANS, LOW-SPEED VEHICLE DEALERS AND FINES FOR VIOLATIONS OF “MOVE OVER” LAW AND AGGRAVATED ENDANGERMENT OF A HIGHWAY WORKER.

Public Act No. 25-80 (Co-Sponsored) (2025) – AN ACT CONCERNING THE ILLEGAL USE OF CERTAIN VEHICLES AND STREET TAKEOVERS.

  • To (1) revise provisions regarding forfeiture of certain illegally used vehicles, 
  • (2) authorize municipalities to adopt an ordinance related to street takeovers, and 
  • (3) revise the time period for suspension of an operator’s license and to allow for revocation of a license due to violations related to a street takeover.

Public Act No. 25-9: (Co-Sponsored) (2025) – AN ACT PROHIBITING LIBRARIES FROM AGREEING TO CERTAIN TERMS IN ELECTRONIC BOOK AND DIGITAL AUDIOBOOK LICENSE AGREEMENTS OR CONTRACTS.

  • Saves Fairfield taxpayer dollars by preventing libraries from being forced into overpriced, short-term e-book contracts that currently cost up to five times more than consumer prices.
  • Expands digital access for Fairfield residents — especially seniors, students, and underserved families — by ensuring libraries can affordably offer more e-books and audiobooks.
  • Strengthens Fairfield’s public libraries by giving them the ability to negotiate fair, transparent, and sustainable licensing terms, allowing more funds to go toward programs and community services.

Commerce Drive Bridge Replacement (2025)

$4,437,138 awarded via LOTCIP for the replacement of the Commerce Drive bridge, intended to improve traffic flow, pedestrian safety, and infrastructure resiliency. Public Act No. 25-16 (Co-Sponsored) (2025) – AN ACT ESTABLISHING AN ALZHEIMER’S DISEASE AND DEMENTIA TASK FORCE, REQUIRING HEALTH INSURANCE COVERAGE FOR BIOMARKER TESTING AND CONCERNING TRANSFERS AND DISCHARGES IN RESIDENTIAL CARE HOMES, TUITION WAIVERS FOR NURSING HOME RESIDENTS WHO TAKE COURSES AT REGIONAL COMMUNITY-TECHNICAL COLLEGES AND CLOSURES AND EVACUATIONS OF RESIDENTIAL CARE HOMES AND NURSING HOMES.

Public Act No. 25-82 (Co-Sponsored) (2025) AN ACT CONCERNING EARLY CHILDHOOD CARE AND EDUCATION.

  • Substantial expansion of child care subsidies & eligibility — raises income eligibility for the Care 4 Kids subsidy from ~60% of state median income up toward 85%, with a phase-in toward 100%.
  • Infrastructure investment & grants for facility expansion/renovation — authorizes capital grants (using bonding) to build or renovate childcare facilities, expanding capacity.
  • Operational reforms & system modernization — includes creation of a portal for parents to find childcare/pre-K slots, allows larger home childcare operations (up to 12 children under certain conditions), and a hospital-based notification pilot to inform new parents about services.
